Tom Moser resides in Fayetteville, PA and has one daughter, Katie. He was born in Hagerstown, MD, the eldest of three sons born to Tom and Marylou Moser. It was the loss of his brother, David, which inspired he and his cousin, Matt Livelsberger, to publish Scraps of Paper in 1996. Though they were successful in selling all copies, they fell short in their goal of raising additional money for The David Moser Memorial Fund established at Hagerstown Community College in 1990. In 2009 Tom once again teamed up with Matt and 26 surf artists to produce the book Surfer in the Sky, a collection of surf art inspired by his brother's passion for art and his love of surfing.
David Wayne Moser was an aspiring art student when a rare heart condition claimed his life at the age of 19. It was April 28, 1990 when David's heart ailment, called transposition of the greater vessels, finally won its lifelong battle.
David was a 1989 graduate of Smithsburg High School (Maryland) and was attending The Art Institute of Pittsburgh (Pennsylvania) until his death. The Memorial Fund was set up by members of St. Mark's Lutheran Church (Hagerstown, Maryland) after his death. The fund is to benefit art students who are enrolled at Hagerstown Community College who are planning to go on to a four-year college or to an art school.
